TRICARE Demonstration Project for the Philippines Update


It appears that the Defense Health Agency (DHA) has declared the Demonstration was a success.

Some of you may recall the ‘secret’ survey that most of us were not allowed to participate in and where the results were declared secret, maybe due to national security issues.

As a result of this success it appears they will be extending the Demonstration for an additional three years and considering expanding to other areas and adding Pharmacy. It appears they may have discovered that all TRICARE beneficiaries do not live in the NCR, Angeles and Subic areas as they previously claimed.

We’ve asked for some feedback on what other areas are under consideration to be added and offered to provide some suggestions. Only time will tell if I get a response and if the response provides an viable information.

    When this happen? Who was surveyed for this conclusion?

    • They claimed they surveyed those that received care in one of the Demo areas. But we know for a fact that the majority that received care in one of the Demo areas were classified as not being eligible or actually receiving care. This was based on obscure perimeters such as having a specific remarks code added to their EOBs. Since the code wasn’t even used during the first year it eliminated all first year users. Secondly since their outdated software only allowed one remarks code and all other codes that explained how the claim was paid took priority many others were eliminated as well. Finally if you asked them to mail your EOBs to your FPO address that also eliminated you as a real patient in the Demo. Who was actually surveyed and the outcome was classified as secret by DHA. That allowed them to claim whatever they wanted about the results.

    I’m sure it was a success in reducing the pay out for medical care in the Philippines, and that seemed to be their goal. I finally gave up after spending mega thousands of pesos for 2 Mohs Cancer surgery and other items for which they did not have and Approved or Authorized specialist on their list, an even after I got the required waiver they still would not pay. ( Total over 250,000 pesos)

    So. as of February 2016, I’m back in the USA where my Medicare and Tricare for Life Supplement seems to work just fine. And no claim forms to submit and wait a month or two for reimbursement. It’s costing the Gov a lot more money for me to get care in the U.S. than in the Philippines, but I have more peace of mind not worrying about what Tricare will or will not pay.

    It’s really a shame what the Gov is doing to Military Retirees who choose to live overseas.

    The only success they can claim is the destruction of available care for those using the Tricare Standard System in the Philippines. ISOS (Singapore) often cannot answer your question so you end up calling to the US to maybe find someone with a slight bit of competency that can answer the question. Even then it takes HOURS before you find out the real reason care is either approved or denied. At $0.40 a minute those calls add up substantially. The DEMO Project was such a failure that hospitals dropped out of the project like flies that flew into the bug zapper. Where are all of those providers now if it was such a great success? Tricare your CURRENT List please.
